The club you are creating is a Type 2 Club: “The members are affiliated, or known to one another via a business, community or social organization. The majority of the club members had an affiliation prior to organizing the club and have no affiliation to any one golf course.”
In order to create and maintain a USGA certified club there are a couple basic criteria that must met:
Ensure the club meets the definition of a club:
As determined by the USGA, a Golf Club is an organization of at least 10 active individual members that operates under bylaws with Committees (a Handicap Committee is required) to supervise golf activities, provide peer review, and maintain the integrity of the Rules of Handicapping.
Demonstrate their knowledge of the Rules of Handicapping by achieving at least an 80% on the Rules of Handicapping assessment.
